Oleh karena itu guna terwujudnya optimalisasi penyelenggaraan Bakti TNI sehingga dapat mendukung pelaksanaan tugas pokok TNI AD dalam rangka pemberdayaan wilayah pertahanan darat di masa yang akan datang, rumusan upaya dan langkah-langkah pengembangan yang menyangkut peningkatan kesiapan aparatur Kowil, penyelenggaraan Bakti TNI dalam setiap tahapan, penyusunan buku-buku petunjuk serta peningkatan keterpaduan dalam perencanaan dan pelaksanaan kegiatan Bakti TNI dengan Pemerintah dan instansi sektoralal lainnya melalui kerjasama lintas sektoralal TNI dengan DepartemenNon Departemen mutlak untuk dapat dilakukan, sehingga kegiatan Bakti TNI sebagai upaya TNI AD untuk membantu pemerintah i TERBATAS.

Selain itu melalui upaya-upaya tersebut diharapkan Satuan Kowil sebagai garda terdepan TNI AD memiliki kemampuan yang optimal dalam menyelenggarakan kegiatan Bakti TNI dalam rangka mewujudkan kekuatan kewilayahan berupa kesiapan wilayah untuk menghadapi berbagai hakekat ancaman sehingga terwujudnya suatu kondisi juang yang tangguh dan bersumber dari segenap potensi wilayah nasional bagi kepentingan pertahanan negara, yakni terpeliharanya wilayah nasional dan tata ruangnya serta terkelolanya sumber daya alam dan buatan dan sumber daya manusia dalam suatu sistem bela negara serta terwujudnya wilayah juang yang tanggung untuk menunjang sistem pertahanan semesta sehingga pemberdayaan wilayah pertahanan matra darat dapat dilaksanakan secara optimal.

Ketertarikan penulis untuk menyusun naskah dengan topik bahasan tersebut diatas, karena dilandasi oleh rasa tanggung jawab terhadap Profesionalisme TNI dalam menjaga keselamatan bangsa dan keutuhan Negara Kesatuan Republik Indonesia, dihadapkan dengan perkembangan situasi era globalisasi saat ini yang sangat rentang akan timbulnya ancaman, baik yang datangnya dari luar maupun dari dalam negeri.
